Abstract
Background and Aims: Social security is a dynamic concept that is defined by various interpretations related to culture, tradition, human values, beliefs, social law, stage of economic development, population size, and financial resources, and its aim is to explore the financial assistance available to individuals in society from a jurisprudential perspective.


Materials and Methods: This research is theoretical and its method is descriptive-analytical. The method of collecting information was library research and by referring to documents, books and articles.


Ethical Considerations: In this article, while adhering to the principles of ethics in research, fidelity in quoting materials from sources and the authenticity of sources have been taken into account.

Findings: The social security model of early Islam, in terms of income, was mainly based on the surplus income of economic agents and public resources of the government, and in terms of costs, the coverage of the model generally consisted of people deserving of assistance. And entitlement was a principle.

Conclusion: Social security was based on a regional and neighborhood approach. Emphasis was placed on the absolute priority of allocating Zakat al-Maal and Zakat al-Fitr of each region to the needy in that region, and the overall orientation of tax resources and expenditures was in line with social security. And the region was the centerpiece. Merit-based approach is a principle in Islam.
