Abstract
Background and Aim: Refugees are one of the most important problems of today's era. The existence of conflicts and conflicts at the world level such as direct, indirect and proxy wars, along with some factors such as governments' indifference to individuals, as well as environmental considerations and natural disasters such as drought, Tsunami and earthquakes have caused an increasing trend of refugees.
Materials and Methods: This article is descriptive and analytical. Materials and data are also qualitative and data collection was used to collect materials and data.
Ethical Considerations: In this article, the originality of the texts, honesty and trustworthiness are observed.
Findings: The findings showed that in Articles 32 and 33 of the Geneva Convention of 1951, countries emphasize not to return refugees. Of course, there is an exception in this field as well, according to Article 33 of the 1951 Geneva Convention, countries will be allowed to deport a refugee whose existence is deemed dangerous for the security of the host country based on sufficient and justified reasons. In Article 12 of the Refugee Regulations in Iran, it is also specified that a refugee should not be forcibly sent to a country where there is a fear of a person's life or freedom due to political, racial, religious or social issues.
Conclusion: The result is that the main problem of refugees is the lack of sufficient executive support as well as different interpretations and perceptions of laws and regulations.
