Abstract
Background and Aim: The purpose of this article is to examine the basics of national development and exploitation of land and land use in Japan.
Materials and Methods: The current analytical-oriented research has been explained by field-library-virtual collection with the description of the lack of internal sources and similar research and research and with valid and valid documents in analytical-descriptive-applied form.
Ethical Considerations: In this article, the originality of the texts, honesty and trustworthiness are respected.
Findings: The findings showed that Japan's experience in the development and exploitation of national lands, before and especially after the Second World War, has confirmed an integrated and orderly legal system in the implementation of fundamental and secondary laws with the aim of territorial development with the priority of public welfare in the form of comprehensive plans. National has been in accordance with the basic principles, usage and in accordance with all the conditions of the regions and in harmony with the principles of urbanization, agriculture, forestry and fisheries and with the mutual cooperation of the national government and local governments and people's participation in different areas.
Conclusion: property rights have always occupied a central position in the political economy of Japan, and the former constitution (February 1989 AD) affirmed the protection of private property rights and the observance of public rights within the framework of laws, and the approval and revision of the recent constitution proves stronger public restrictions. It has been more about private ownership for the benefit of public welfare and the formalization of social obligations regarding land ownership along with short-term agrarian reforms.
