Background and Aim: Astronomical rights are one of the challenging issues of recent years. The purpose of the author in this research is to examine the legal and social contexts that create astronomical rights based on jurisprudence and relevant laws and opposing evidence.
Materials and Methods: This research was carried out in a descriptive-analytical and library method, using the reports of the National Audit Office and the Majlis and internet sites.
Ethical Considerations: In this article, the originality of the texts, honesty and trustworthiness are respected.
Findings: The results of the research show that various legal, cultural and social contexts and government structures have caused the emergence of astronomical rights in the country since 2015. Some areas (such as non-compliance with Article 74 and Note to Article 76 of the Law on Civil Service Management, Legal Exceptions and Extraordinary) are legal, some areas (such as compliance with interests) are social, and some areas (such as non-compliance) are structural. Conclusion: According to the findings of the research, it seems that the amendment of the laws will solve the legal issues, and on the other hand, culture building and applying transparency and decisiveness will eliminate the social and structural issues.
