Among these, considering the function and the ever-increasing expansion of the interconnected world of the Internet, the issue of citizens' rights on the Internet is of double importance, considering that the governments and the governments of the countries are practically both agents of the Internet and are surrounded by it all-round, the most overlapping and It deals with the powers of governments and their duties. Based on this, the purpose of this article is to examine the internet rights of citizens with a view to the duties of governments in the domestic and international dimension.

Findings: The findings showed that the right to access the Internet, the right to benefit from broadband, the right to anonymity and the right to active presence, campaign and Internet gatherings are supported in international documents. The government's duties are to ensure the rights mentioned in global and regional standards.
Conclusion: Regarding the right to anonymity, the right to receive information on the Internet, new policies and the strengthening of technical infrastructure are needed.
