Abstract
Background and Aims: The purpose of this article is to investigate the criminal liability of registered crimes in the laws of Iran and Russia. Materials and Methods: The research method is descriptive and analytical and this research is theoretical. The method that has been used to collect information is in the form of a library and it has been done by referring to books, articles and documents. Ethical Considerations: In this article, the originality of the text, honesty and trustworthiness are respected. Findings: criminal laws of the two countries in the legislative, judicial and executive areas of combating registered crimes are more influenced by the minimum criminal policy in the two countries in order to deal with registered crimes and even on a specific strategy based on definition and explanation. The concept of notary publics abusing their authority is not under the title of "registered crime". Therefore, the criminal policy regarding registered crimes in the two countries needs to enumerate and legislate such behaviors and strengthen the criminal and executive policy. That unit is very hard and difficult when setting up the document. Conclusion: the most important solutions in the field of combating registered crimes are in the form of criminal prevention with the guarantee of the execution of punishment and the guarantee of criminal execution.
