Background and Aim: Nowadays world is witnessing the widespread rise of many developing countries and organizations. Teamwork and organization play a very positive and productive role, especially in economic matters. Some "in developing and third world countries have not yet fully understood the importance of the issue and are still hesitant about whether or not to do so. Findings:To this end, to increase public participation in the affairs of the country, the Draft Law on the Development of Civil Society Organizations The constitution addressed the issue of constitutional participation and development programs, and provided legal grounds for public participation in politics, economics and society. Materials and Methods: This research is of theoretical type and the research method is descriptive-analytical and the method of data collection is library and has been done by referring to documents, books and articles. Ethical Considerations: In order to organize this research, while observing the authenticity of the texts, honesty and fidelity have been observed. Conclusion: What has caused the failure of organizations so far is the existence of some obstacles in the social, cultural and structural-legal dimensions that have caused the organizations to be dissolved or typically inactive shortly after their formation and before achieving the necessary consistency and stability.
