Investigating the Legal Aspects of the Criminal Policy of Iran and Russia in the field of Registered Crimes

Abstract
Background and Aims: Registration is a contract between the government and the society. By concluding this contract, the government accepts that the society is owner of the property, whose security must be guaranteed through registration, and the registration penalties are the answer to violation of the property rights of members of the society.
 
Materials and Methods: This article is descriptive-analytical. Also, this research has investigated the legal aspects of the criminal policy of Iran and Russia in the field of registered crimes with a practical purpose and in the form of documentary and library studies.
 
Ethical Considerations: In this article, the originality of the texts, honesty and trustworthiness are respected.
 
Findings: Investigations show that Iran's legislative criminal policy in the field of registered crimes consists of three overarching themes: the existence of ambiguity and lack of criminal standards, lack of modernity and managerial weakness in dealing with registered crimes.
 
Conclusion: The results showed that the differences between the two legal systems in terms of structural damage criteria are: the void of criminal laws in Iran and the lack of a mechanism to deal with the violations of notaries in Russia. Also, the differences between two legal systems in terms of the criterion of executive harm are: executive inconsistency in the approved laws of Russia and lack of competent authorities to deal with registered crimes in the Iranian legal system and existence of amnesty mechanism in the Russian legal system and lack of such a mechanism in legal system Iran.
