Abstract
Background and Aim: the number of refugees in the world, legal inadequacies in this field, international conflicts, social and economic most important elements of international law in the current era. Accordingly, the purpose of this article is to examine the evolution of the concept of asylum in the light of the new rules of international law. Materials and Methods: This article is descriptive and analytical. Materials and data are also qualitative and data collection was used in collecting materials and data. Ethical Considerations: In this article, the originality of the texts, honesty and trustworthiness are observed. Findings: The findings showed that the beginning of the formation of refugee rights happened after the Second World War with the approval of the United Nations Charter in 1951 and the additional protocol of 1967. The 1951 Geneva Convention and its annexes, the is that the process of international law transformation from the current state-centered state to a human-centered state and paying attention to the rights of individuals is changing. Conclusion: The 1951 Geneva Convention and its amending protocol are still the legal basis for supporting the rights of refugees at the global level. Asylum rules and regulations have faced many problems during implementation due to the lack of strong executive support. It seems that in the near future we will not be able to see a change in the rights of refugees, especially since the approaches to deal with refugees in Europe call for restrictions in this field.
