Background and Aim: The purpose of this article is to examine the role of the Human Rights Committee in the development of human rights obligations of governments.
Materials and Methods: This article is descriptive and analytical. Materials and data are also qualitative and data collection was used in collecting materials and data.
Ethical Considerations: In this article, the originality of the texts, honesty and trustworthiness are respected.
Findings: The findings showed As a treaty-based body, the Human Rights Committee is responsible for monitoring the implementation of the Covenant on Civil and Political Rights. This institution, through examining the performance of governments and issuing concluding observations and providing general interpretations, provides ways to member states and suggests appropriate mechanisms to implement their obligations. Although the committee's jurisdiction is limited to the contents of the covenant due to its treaty-oriented nature, but it has the ability to act to expand the scope of governments' obligations, albeit with limitations.
Conclusion: The result is that by examining the performance of the committee that this institution tries to cross the limitation conditions in three ways, to create a link between different human rights treaties with the rights included in the Covenant, and also to enter the scope of other treaties that have a minimum connection with human rights. It aims to develop the obligations of states by defining the covenant in a broader legal system.
