Materials and data are also qualitative and data collection was used in collecting materials and data.<br><strong>Ethical Considerations</strong><strong>: </strong>In this article, the originality of the texts, honesty and trustworthiness are respected.<br><strong>Findings</strong><strong>: </strong>The findings showed As a treaty-based body, the Human Rights Committee is responsible for monitoring the implementation of the Covenant on Civil and Political Rights. This institution, through examining the performance of governments and issuing concluding observations and providing general interpretations, provides ways to member states and suggests appropriate mechanisms to implement their obligations. Although the committee's jurisdiction is limited to the contents of the covenant due to its treaty-oriented nature, but it has the ability to act to expand the scope of governments' obligations, albeit with limitations.<br><strong>Conclusion</strong><strong>: </strong>The result is that by examining the performance of the committee that this institution tries to cross the limitation conditions in three ways, to create a link between different human rights treaties with the rights included in the Covenant, and also to enter the scope of other treaties that have a minimum connection with human rights. It aims to develop the obligations of states by defining the covenant in a broader legal system. <strong>زمینه و هدف</strong><strong>: </strong>هدف مقاله حاضر بررسی<strong> </strong>نقش کمیته حقوق بشر در توسعه تعهدات حقوق بشری دولت­ ها است.<br><strong>مواد و روش‌ها</strong>: مقاله حاضر توصیفی- تحلیلی است. مواد و داده‌ها نیز کیفی است و از فیش‌برداری در گردآوری مطالب و داده‌ها استفاده‌ شده است.<br><strong>ملاحظات اخلاقی</strong><strong>: </strong>در این مقاله، اصالت متون، صداقت و امانت‌داری رعایت شده است.<br><strong>یافته‌ها</strong><strong>: </strong>یافته‌ها نشان داد کمیته حقوق بشر به­عنوان یک نهاد مبتنی­ بر معاهده وظیفه نظارت بر اجرای میثاق حقوق مدنی و سیاسی را بر عهده دارد. این نهاد از طریق بررسی عملکرد دولت ­ها و صدور ملاحظات استنتاجی و ارائه تفاسیر عمومی اقدام به ارائه طریق به دولت­ های عضو و پیشنهاد سازوکارهای مناسب برای اجرای تعهداتشان می­نماید. هرچند حدود صلاحیت کمیته به لحاظ ماهیت معاهده محور آن، محدود به مندرجات میثاق است؛ اما عملکرد این نهاد نشان می­دهد کمیته نسبت به گسترش دامنه تعهدات دولت ­ها از خود تمایل نشان می­دهد.<br><strong>نتیجه:</strong> نتیجه اینکه این نهاد از سه طریق عبور از شروط تحدید، ایجاد پیوند میان معاهدات حقوق بشری مختلف با حق­ های مندرج در میثاق و همین­طور ورود به گستره معاهدات دیگر که دارای حداقلی از ارتباط با حق ­های بشری هستند تلاش دارد تا با تعریف کردن میثاق در یک منظومه گسترده ­تر حقوقی به توسعه تعهدات دولت ­ها بپردازد. https://journal.ihrci.ir/article_211251_6cc9d46458dcdcb8a410a65717672b64.pdf
